Reviewing the drawbacks of the mining sector development roadmap in the Seventh Development Plan / The necessity of amending these provisions and drafting it according to the country's needs.
Experts at the "Exploring the Roadmap for the Development of the Mining Sector in the Seventh Plan" session at AmirKabir University of Technology emphasized that the provisions of the Seventh Plan should be amended in line with the challenges of the mining sector and to improve the mining activities, taking into account the country's capacities and needs, and based on expert assessments.

According to the Public Relations Office of AmirKabir University of Technology, the session "Exploring the Roadmap for the Development of the Mining Sector in the Seventh Plan" was held in collaboration with the Industry and Mining Group of the AmirKabir Policy Research Institute and the Faculty of Mining Engineering of this university, with the presence of Dr. Afrayi, a faculty member of the Faculty of Mining Engineering, Dr. Ramazanpour, an expert in the mining sector, Dr. Haqshenas, CEO of Kani-Mes Company, and Engineer Askarzadeh, the secretary of the Iron Ore Association.

In this session, the roadmap for the development of the country's mining sector in the Seventh Development Plan was discussed in three main axes, and one of the most important mining sections of the Seventh Development Plan is Article 47, which specifies the quantitative goals of the mining and mining industries. According to the specified goals, by the end of the plan, the capacity should reach an annual production of 55 million tons of steel and extraction of 117.8 million tons of iron ore, while the minimum amount of iron ore required for this level of steel production is 160 million tons.
In this session, it was highlighted that one of the positive aspects of this program is the lack of increase in the production outlook of 55 million tons of steel and the focus on reducing steel waste. Additionally, for copper, the production capacity of concentrate and cathode has been determined to be 3.36 and 1.41 million tons, respectively. However, for every ton of cathode, a minimum of 4.5 tons of concentrate is required.

According to the experts at this session, considering that the current production of cathode in the country is about 350,000 tons and the set goals for the steel chain also have shortcomings, this section of the Seventh Plan requires reconsideration.

Furthermore, in continuation of this session, the roadmap for the program to improve the status of mineral exploration in the country was discussed as one of the most important challenges in the field of mineral exploration in the country. It was emphasized that there is a lack of possibility for conducting exploration operations on a wide scale in the country. Blockage of mining areas and opposition to exploration inquiries by some organizations have even made it impossible to obtain basic geological data in some areas, and it is necessary to obtain at least a license for the preparation of basic geological data.

In fact, the experts emphasized that the importance of exploration has been understood in various programs and laws, and issues such as aggregation and dissemination of exploration data are mentioned in both the mining law and the Seventh Plan. There is no legal problem in this regard, but rather a problem of non-enforcement of the law.
According to the experts, the low quality of exploration operations is due to the lack of equipment, low efficiency of domestic operators, lack of exploration laboratories, and lack of precise supervision over exploration activities, which are largely related to investment in this area. While, according to the experts, the necessary capital allocation for exploration is not being done in accordance with the law, and it is necessary for the Seventh Development Plan to pay more attention to the exploration sector.

In the "Exploration of the Roadmap for the Development of the Mining Sector in the Seventh Plan" session, it was stated that due to the importance of mineral exploration in the country, efforts have been made in this program to focus more on this area, and positive aspects such as increasing the depth of mineral exploration have been highlighted, but still require more attention in this sector.

The role of relevant organizations in the policy-making of the mining sector was another axis that was discussed in this session, and it was emphasized that one of the necessary areas for more attention in the Seventh Development Plan is strengthening the Geological Survey and Mineral Exploration Organization, as well as maintaining the position of the Deputy Ministry of Mines and Mineral Processing of the Ministry of Industry, Mine and Trade.
